Saipan is the capital of the United States Commonwealth of the Northern Mariana Islands (CNMI). For swiping CUP card at a merchant, no commission is charged to the cardholder.
When consuming through CUP network, the currency exchange charge of 1%-2% will be exempted, compared with other bankcard networks. CUP will directly change the amount in local currency into RMB amount based on the BOC ask price of USD, and the issuing banks shall promptly deduct the amount from the holder’s RMB account.

At present, First Hawaiian Bank and Bank of Hawaii accept the withdrawal of dollars by CUP cards. No extra commission shall be charged. The limit of each cash withdraw is 500 USD.

According to the regulations of national authorities, daily cash withdrawal from a CUP card abroad should not surpass the dollar equivalent of 10 thousand RMB (1400 dollars according to current exchange rate). For the daily withdrawal limit of CUP credit card, please contact the issuing banks for inquiry.
Issuing banks charge a certain amount of commissions for overseas cash withdrawal. Limits on daily withdrawal times and amount as well as commission charges can be obtained from card issuing banks.
ATMs of First Hawaiian Bank and Bank of Hawaii do not charge the cardholders for commission.
